Mayor of Montego Bay and chairman of the St. James Municipal Corporation, 2020 – 2024.
Leeroy Williams was installed as Mayor at a special sitting of the St. James Municipal Corporation on 13 September 2020, stepping up from deputy mayor when Homer Davis left for national politics.
His term covered a stretch of building in Montego Bay that is still visible: the Harmony Beach Park on the waterfront, a new fire station for the city, a modern convention centre, and steady work on the road network and the housing stock. He also pointed often to two things that changed the city without any construction at all — the arrival of the global services industry, which put thousands of Montegonians into office work, and the spread of colleges and universities across the parish.
In 2023 he took the corporation's backing for designating Montego Bay “Sumfest City” for the month of July, formalising what the festival had made true in practice for years.
He was also blunt about what building alone does not fix. In 2021 he told a reporter that the city's social problems were stunting its growth — that the infrastructure was arriving faster than the conditions of the people living beside it were improving.
